What is the HOLAS Assessment Bank?

The Holistic Learning Assessment System (HOLAS) Bank is a curated inventory of educational tools/assessments and relevant monitoring and evaluation (M&E) resources designed for use and/or implemented in Colombia and Peru.  

Why was the HOLAS Assessment Bank developed?

The HOLAS Assessment Bank was developed to promote the dissemination, use, and uptake of educational tools/assessments and M&E resources in the Colombian and Peruvian education sectors. It seeks to enhance access to and collaboration around such tools/assessments and M&E resources, and to highlight the strengths of these educational M&E resources nationally, regionally, and globally.

Efforts to map educational assessments, tools, and data - and particularly in contexts marked by conflict and protracted crisis - tend to emphasize as a starting point that existing M&E infrastructure is weak and fragmented. This can disregard the many efforts that have been made to generate and use tools/assessments and data, sharpen divides between stakeholders, reify power dynamics, and ultimately reduce engagement in M&E efforts by minimizing and duplicating efforts. 

The HOLAS Assessment Bank addresses these challenges by promoting understanding of and access to educational tools/assessments and M&E resources that currently exist within the Colombian and Peruvian education systems. This can serve as an important departure point for new or established collaborations to build on existing strengths within the systems.
